   A billet on the ballot
   The business-backed committee trying to refer Portland’s new public campaign-financing plan to the May primary ballot is expected to turn in more than the required number of signatures today, setting the stage for what promises to be a fascinating political brawl.
   The First Things First Committee actually gathered the required number several weeks ago but has kept going in case some are disqualified. At the same time, the committee has been hit with two elections complaints alleging the signature gatherers lied to signers, saying the campaign money would reduce the amount of city money available for schools -- which is not the case.
